Gentlemen,

I am etc. to acknowledge receipt of

your letter under reference GHP. of the

21st February, regarding a petition stated

to have been addressed to the Secretary of

State for the Colonies by 90% of the

hotels in Hong Kong.

I am to explain that the provisions

of the Colonial Regulations require that

petitions addressed to the Secretary of

State should be transmitted through the

Governor, and that in the absence of the

Governor's recommendations, Mr. Creech Jones
